Whether you opt for a well or a water borehole, with sufficient yield of the spring, a reliable submersible pump, and proper care, your own water source will ensure a steady supply of clean groundwater.
Acquiring your own water borehole involves steps that are indispensable, such as obtaining a building permit and a water extraction permit and, of course, the costs of constructing the borehole. However, it is an investment that will pay off within ten years, while the borehole will serve for many times longer. Choosing a suitable location for a water borehole is governed by several rules. The borehole must not be located near a potential source of contamination to prevent water contamination, nor where water extraction could reduce the amount of groundwater in surrounding boreholes or wells. A dowser or hydrogeologist can advise you on the right location and depth of the borehole, whose assessment is necessary for obtaining a building permit, so it is not necessary to know the location of the borehole before starting the survey.
A hydrogeological survey is a prerequisite for obtaining a permit to build a borehole and extract water. It serves to determine where water is located on the property, how deep it is, and how strong the spring is. A hydrogeologist will help you choose a suitable location for the borehole and advise whether a well might be more appropriate if you are unsure about acquiring a borehole.
While you cannot do without a hydrogeologist's assessment, an exploratory borehole is not strictly necessary. However, it may happen that the hydrogeologist recommends it, or the water authority requires the execution of an exploratory borehole.
Before conducting an exploratory borehole, it is first necessary to obtain the consent of the water authority. An exploratory borehole serves only for hydrogeological survey and cannot be used to extract groundwater until it is legalized.

To construct a water borehole, as with a well, a building permit is required. Since it is a water structure, the construction must be approved by the building and water authority. Extracting water from the borehole is only possible with a permit for water management. If you are planning a house for which the borehole will serve, the necessary permits for the borehole can be obtained as part of the building permit for the house construction. Permits can also be arranged through a third party (such as the company that will construct the borehole).
The process is somewhat more complicated for boreholes deeper than 30 meters. These also require approval from the mining authority, without which a building permit cannot be issued, and the borehole can only be constructed by a company that has authorization from the mining administration.
The first step is to conduct a hydrogeological survey by a hydrogeologist. The result is an assessment that is attached to the application for the location of the construction and building permit, as well as the application for water management permit. An exploratory borehole is not necessary to obtain the permit, but the authorities may require it.
Based on the results of the hydrogeological survey, have project documentation prepared. The project documentation must always respect the hydrogeologist's assessment and must include the project of the borehole itself, including all its components. The documentation can be prepared by anyone authorized for water management or technical constructions, and the cost for its preparation is around 10,000 CZK depending on the complexity of the project.
Submit an application to the relevant building authority, which will issue a decision on the location of the construction as part of the zoning procedure. It is necessary to provide: project documentation and the hydrogeologist's statement, statements from utility managers, confirmation of payment of the administrative fee of 1,000 CZK, and a land registry extract for the property where the borehole will be located. If the borehole affects interests protected by special regulations, it is necessary to also provide the opinion of the relevant state administration authorities: for boreholes deeper than 30 meters, you must have the mining authority's consent.
Equipped with the decision on the location of the construction, apply for a construction permit and groundwater extraction, or water management, which is issued by the relevant water authority (specialized building authority). The application needs to include practically the same as for the zoning procedure and provide the decision on the location of the construction.
Owners of neighboring properties have the right by law to participate in the entire procedure, so their consent is required. The purpose is to ensure that the construction of a new borehole does not reduce the water in their own wells, but neighbors' objections must be justified.
Authorities have three months to respond, and once you receive it, you can proceed with the construction of the borehole without hesitation. The water management permit includes setting the upper limit of water extraction, which is usually sufficient even for larger water uses such as irrigation, etc. In justified cases, the authority may require the installation of a water meter.
Water can be extracted from the borehole only after the borehole is approved, for which you need confirmation of the results of the prescribed tests, a handover protocol, project documentation, and in the case of drinking water, its analysis.
When building a borehole, keep in mind that the better you build it, the better it will serve you. A properly constructed borehole ensures high water quality, easy borehole maintenance, simpler borehole cleaning, and fewer problems with the borehole during its use. Therefore, it is advisable to choose a proven company that will conduct a field inspection on-site before pricing. A company can complete the drilling of the borehole in one day. The cost, depending on the depth and conditions of the borehole, ranges from 50,000 to 150,000 CZK.
